I found a way to do this somewhere on one of the message boards. Basically, you start a career in Bergen, save it, then configure the game to give you a later date and enough renoun to buy a XXI. It worked for me...gave me a chance to try a patrol in a XXI. These are the instructions I used:

Fast warp... "cheat"

Documents->sh3->data->cfg->Careers->"name"->patrols_0

Open patrols_0.txt and scroll down to the last patrol entry, edit startyear to 1944 and startmonth to 4, plus edit renown as well since a type XXI cost 30.000... save and exit.

Start game, load last "before mission" save and you should be good to go!
