First time I accidentally sank a neutral, I was afraid of the reception I would get from HQ when I returned to port. But, except for the effect on renown, there was no 'punishment', and the tonnage gets counted. Since then, I still try to avoid it, but don't worry about it as much. Besides, neutrals 'hiding' in an enemy convoy are not reallt that neutral!
