I looked far and wide, and I was able to find what appears to be a pretty good program called Saint Paint Studio. Here's what is cool about it:

Other paint software utilities are well known to alter palettes and images internally especially when saving, which can lead to no end of headaches.

So, I could actually see the alpha channel layer, and when I save, the program tells which features are attached with the file with a handy chart...cool!
I've got it on a 60 day trial, and it's something like $30 US.....I was able to use it for my BB Sao Paulo mod.....
