Actually there are already places available for just that ... starting right here with the DW or even the DW MP forum. Another way would be to use the CADC which offers all the facilities described (well, short of a TS/Ventrilo server right now). Or GameSpy ... not to mention the leagues/clans that still play DW ...
So, as you can see there are already enough places available - the problem is not where to meet but gathering all the people that play in one of the available spots ... at the same time (well, at least enough people to play a round of DW).
