Is that a bug? The protected harbor definitely makes the seas calmer, and it seems to fool the program into ending the storm. Of course, I could be off base here, as I only have a few isolated data points to make that conclusion.

I sneaked Halifax and it was during a storm. Sunk a tanker there.
