Sometimes I can't move the periscope. I can hear the sound but I can't hide it.
Yeah, this is a bug, but it's easy to work around. Manually lowering the observation scope will only take it just below the waterline when you're at periscope depth. You'll get the motor sound, but no matter how long you wait (with keyboard or mouse), it won't go down any further. However, <shift - pg dn> works even though it doesn't seem to when you're still manning the scope. If you go above and look you'll see it's safely nestled at base position.
I first ran across this in the sub pen and damaged the hull (but not the periscope) as it scraped across the ceiling on my way out.
On a related note, the observation scope and attack scope controls are mapped to different keys, and they're active for both as long as you're using one, i.e. you can raise and lower the attack scope if you're using the observation scope and vice-versa.
