You have to spend expirience points to get the special abilities work.

Unluckily, in the case of the sonar man, I have everything leveld up, but when I click on "reveal target" or the other one, the only answers I ever get is "no, can't do".

So the sonar man so far is pretty much useless, or at least I did not find out yet how to propperly work him.
