Shift-U is to fix a stuck character, not to save you a few clicks.
If you're surfaced it takes you to the Bridge if you're submerged it takes you to the command room.

You can be, only you do the forcing. If you want to be able to dive with the click of a button, stay in the attack scope area. That way you can dive "instantly" and should you need to be on the bridge for whatever reason you're a click away.
