Default VR Commander - Getting it to work with SH3

I recently discovered VR Commander voice recognition software, link, and I love it! It's got a simple interface and lets you create your own profiles to use voice commands to activate keystrokes and macros. Best of all, it uses its own built-in voice recognition engine (which works extremely well and doesn’t need training) and doesn't require Microsoft's SR. The only downside is it's $10 to buy a full license (though you can try it for 15 days free).

I've got it working for other games like Battlefield 1942 (yes I'm old school), but for some reason it doesn't work with SH3. It runs in the background like it should while the game is running, but I say a command and SH3 doesn't respond at all. And yes I'm sure VR Commander is working - tested in notepad that the commands are activating keys, etc.

I'm thinking it's something to do with either 1) SH3's Commands_en config file using "virtual key codes" (such as 0x33 for "3") instead of standard key codes or 2) DirectX not allowing the simulated keystrokes into the game - something about order of inputs.

If anyone out there, like me, finds VR Commander so good that it's worth getting it working with SH3, I'd appreciate the help.
