+1 sort of, I know a Seal that would beg to differ.
But historicaly thier not %100 French. 
France pretty much hired mercenaries from other countries and gave their convicts the option to join as long as they would leave the country, and called it the Foreign Legion.
But yes, they are hardcore.

It would depend on the era of the FFL you are comparing today's seals against. The bad old days of African and Middle Eastern Occupations prior to WWII was a tough as it comes in terms of living conditions. Todays SEALS get it relatively easy by comparison. Try reading
