There's gramophone sounds in a folder (and radio), and also this in cfg-file:

[Cmd466]
Name=Gramophone_play
Contexts=1
MnID=0x3F210002

So I guess it's possible, hope that will be fixed in a patch, too bad if modders have to fix everything that should have been in the game (according to devs), but isn't.
