I went to User CP -> Group Memberships. All I see is the option to join the Subsim Crew, but no option to create a group of my own.
It would have helped if I had read all the way through the FAQ:

As a registered member, you can create your own social group (providing the administrator allows this). Go to the groups page and click 'Create A New Group'.

It probably isn't allowed here.. Maybe if you PM Neal with your idea he might let you do that, but I'm not sure.
