I think it's safe to say each time we receive another full spread of bugs via SH, it is accomplished using a new set of developers. They also do not bother to compile any sort of knowledge base to use as a reference; hence the reason each new release is essentially the wheel re-invented.
It would be funny if not true when you consider submarine simulations have been around in one form or another for at least 26 years. I mean, how long does it take to get something right for a change? I understand that MicroProse's "Silent Service" for the Commodore 64 was so flawless because it was programmed to use only 64K of RAM but the basic model was established and everything from there on is essentially polish and enhancement.
