It is strongly assumed that the Conservatives encouraged NATO to send a letter demanding them to stay, so that the Comnservazoves would have a stronger "agumkent" against the Socialdemocrats who entered the coaltiion only by explciit mutual agreement to bring home the troop in 2010. In other words: that letter was an attempted trick.
