Here is how to make the change. I'm afraid I forgot who posted this originally, so I can't give them credit.
Open .../data/menu/menu_1024_768.ini with any word processor.
Under the section "[G3F I21]", change the value of "HorizSlide" from -30 to -56 and, change the "POS" from -1,761,56,474 to 1,761,56,474.
Here's what it will look like when you're done:
(Note: I've left the original values in the file after a semi-colon (in case I want to go back).)
