If you have a nvidia gfx card then make sure you disable the AA or set it to Application Controlled in the nvidia Control Panel.

Also check what your screen refresh rate is. I have to manually set a custom refresh resolution to get SH3 to play in Win7 so that the refresh rate was actually 60Mhz and not the 59Mhz that Win7 insisted was better for my monitor.
