I think he means Sh3Gen (by GlobalExplorer). It analyses the campaign files and savegames and creates an intelligence report of possible enemy activity.

I don't know what the Gen is supposed to mean in the name but I've never seen it being used to mean 'General'. The word does appear in the menu though, but only in the 'not specific' meaning, not in the militaristic sense.
As for the greyed-out button, I can't remember having experienced it, but common sense tells me you may have forgotten to select a savegame of one of your commander profiles. Or forgot to provide the propper path to the SH3 game folder in the "General settings".
