It depends. There can be genetical dispositions causing it. Then it should be understood as a disease. And when bad eating habits have caused certain physiological anomalies and organic dysfunctions, then it also can be called a disease. and when it causes additional disease symptoms of secondary degree, then it surely should be understood as a disease, too.
Saying in general obesity is no disease is like saying diabetes is no disease, or high blood pressure.
