Most likely it's an issue with an ISP somewhere along the line. Things get funky out here in the Midwest when the Big Weather closes in, for instance. Just means a node went down somewhere and the rest of the system is straining a bit to take up the additional load. Like any other structure, really.

Check back over there when you're able to get your next connection.
