Huh?? Is that by any chance a syntax mixture of french and english?

For those who don't understand the joke, "seventy five" in french is said "sixty fifteen" (soixante-quinze) because after the 69, they just start adding ten-sized (10,20,30...) numbers to the 60, which, by the way, I've never known why their language does that.
