Welcome aboard! Have you got Map Contacts enabled on the options screen? If you go into a career, then the options you set on the main menu don't count and you have to set them again (they get changed according to whether you chose easy/medium/hard career). In career mode, you have to click on the radio in the captain's room (the room with the desk with the submarine on it).
