There are some extremely good examples of great and complex games on consoles i.e Dragon Age for instance. SH5 which comes with very few keyboard shortcuts and would do fine on a console. There are a number of ways to make menus on a console and Dragon Age is a good example of that.
A lot of people assume games has to be dumbed down and with some gametypes, yes, it's being done. But that's mainly done with FPS/shooters due to the slower reaction time from the controller when one needs to turn/move fast. In a game like Silent hunter it wouldn't be needed.

What about the plotting tools, kind of hard to use with those ridiculous controllers?
What about polygon count and texture sizes, do you really think we'd get high-rez ones for the PC and low-rez ones for the consoles? Once upon a time, sure, but not lately - look at Flashpoint Dragon Rising.
I'm really not sure how many CPU cycles complex visual and sonar modelling takes up, but pretty sure it would tax consoles.
SHV has a footprint of 15 gigs. Loading times on the console would be ridiculous.
You have a point in that there were many games, and not too long ago either, that had numerous enhancements in the PC version. But those days are over.
Dragon Age? All that had in the PC version was mouse support.
