It depends where the mast height is calculated from. Logic would suggest that since it's in the same file it would relate to sea level, but if I've learned anything over the last few years modding, it's that developers don't always make logical choices. So it could relate to the deck, which would mean that making the change would throw everything off by 3m.
If anyone can test to see if it makes a difference I'd love to hear the results so that I know I can make the change.
