Given some of the SNAFUs that take place on a regular basis in the military that's actually the
most plausible thing about this whole story.
What does not follow is why the US would even bother to deploy such a weapon, if it did exist, against Iran - one of the most earthquake-beleagured nations in the world. It would be akin to deploying a drought-generator against Libya. What would be the point? Nature already does it for free.
Even more ridiculous is that the HAARP array is somehow involved, because thaat implies that this "weapon" is an energy weapon. The terajoules of energy that would be needed to cause an earthquake are cause enough to dismiss such a project outright, but to actually
beam that energy to a specified location (likely well below ground) on the earth is all but impossible.
