These are command-line tools, the documentation is more or less built-in (-h command option). Avon has given a link to a good program, you can use that to convert the Wav files to Ogg. As you don“t want to use the MP3 encoder it is also totally free. Set Frequency to "As Source", "Bit Rate" to 112 or 128 and Encoding to "Variable Bitrate".

Later they can be recoded to Wav with the tiny oggdec.exe.
