Ahh, the old kernell.dll error.... I had a major issue with my game CTDing during loading of a patrol which I can only put down to the mods I have installed. I never fully solved it but found that if I did a system restart before I started the game and ran a program to shut down unneeded processes (I use Gamebooster, Google it), it would load fine.
Kernell.dll deals with memory allocation and Gamebooster will defrag and optimise your memory after it's shut down all the crap you don't need. A good measure is to open Task Manager and watch your memory usage graph when you start the game. In my case, I found that if more than a third of my physical memory was tied up with other processes, I'd CTD. If I ran Gamebooster it would free up most of my memory and I no longer had a problem.
I run 44 mods so pinpointing my problem was like a needle in a haystack and I never solved it, just found a workaround. Try running the game after a fresh restart and see what happens, it may be ok then, if not try using Gamebooster or Enditall (although this doesn't optimize memory) to free up resources after a restart. Hopefully, you'll get a result.
