Turn your resolution down to 1024x768 then it will work
and yes , you can go to :
data\cfg\main
In the Main file you can fix the res , and be sure to go in to
"my documents" and look for the folder named : "SH3" and look for "Main" and BE SURE you have the same resolution in SH3folder as you have in SH3 directory .
But it is very very important that you run the game in 1024x768 in Windows7
