It depends. Some ports are actually just coastal towns. A couple are non-ports, since an actual port would be far too big for Helgoland for example. On the whole though, if it's marked, it's usually there. In fact, there's even a number of "hidden" (unmarked) ports in the game. See if you find any easter eggs there
