Of course with Vsync turned off you will get better frame rates as you are not limiting the game to the monitors refresh rate.However from what I have read in tweaking guides the trade off is that you will sometimes get tearing in the textures or such without the Vsync.Which I have noticed heavily in games like FarCry and Joint Operations.

With Vsync you are syncronising the video with the monitors refresh rate giving you a limited FPS of whatever your monitors refresh rate is at.From what I have read this gives a better image quality at the cost of limited frame rates.

I personally run with Vsync turned off as I have seen no difference in image quality in SH3 with it or without it on my system.And I would prefer the higher frame rates to the limited frame rates.

Also from my experience the desktop resolution really does not have any effect on frame rates in my games that I play.So I never change it.
