Both ways of saying it would be acceptable, however:
"H to O" would be an acceptable way of saying it in common conversation. Technically, and grammaticaly speaking, the phrase should be "from H to O"
"H through O" is grammatically correct, but then there would be no joke.
H2O = H to O. Funny, gonna have to tell that to my nieces.
