The GWX files will be fine...the OLC ones? I'm not too sure.
If they modify SH3Cmdr's "Static settings.cfg" or "Randomised events.cfg" files then they may be adding code that modifies Commands_en.cfg. I don't know.

Didn't you already do this when arriving at the conclusion that SH3Cmdr was
definitely changing the file.
