Evidently he exposed himself to two women that morning.

So he was "accidentally" seen naked through the picture window, a few hours later "accidentally" seen naked through a doorway, and then a few moments later "accidentally" seen naked through the same picture window as a few hours before.
However, I don't think an arrest was in order. The two incidents should have been recorded and a police officer should have given him a written warning.
But some of the articles report his roommates saying that he was drunk and drunk people do stupid things. I am glad he did not get any jail time for this. Let's just hope he takes some prudent precautions if he likes to parade around naked. (although why a guy would want to parade around naked when he was sharing the house with some other guys escapes me.)
