I had the same problem.
Propoise boat full conning tower air and surface radar.
Received half-cut tower, lost both radars.
Bought air and surface radar, only have air radar in sim and surface radar acts as if it is not there with no radar items on tower in 3d view. sub equipment display shows surface radar and it get's damaged as well.
Bought surface radar again after patrol, still no show on boat.
