I play a lot like Sailor Steve, and I head back to base when I run out of torpedoes. My usual patrols are 4 to 6 weeks. I don't use milk cows for torpedo reloads, as historically they were not used as such. Real life commanders would have received one or two torpedoes as a reload from a milk cow, so I don't abuse the system. I will usually run into a convoy or two on my way to/from my patrol grid, so returning with a full load of eels is not usually a problem. That being said, I have indeed come back with an empty bag.
