Up here in the cold weather states it takes a foot of snow just to get school canceled for the day, over a foot to start closing businesses and two or more feet before non essential services shut down. Down in the south it seems that a general panic sets in at about 1 inch of snow.

yea, lol, down here people do tend to say "HOLY CRAP ITS SNOW" followed by a large BOOM from a car crash.
Guess its cause most get it pretty rarely, and the Department of transportation isnt prepared is some places.
