My bet is that they only go up to 13 knots because at that speed they stop listening with hydrophones and ASDIC due to the noise generated
Somehow it seems that there is an AI command that forces them to stay at slower speed so they don't lose the contact, and that command has preference over others when in search mode.
If I'm correct, then raising the speed at which the sonar washes out should allow destroyers to speed up to the new maximum you set
In any case, are you playing with auto targeting? I find it quite difficult to hit a 12 knots zig zagging destroyer, specially with the US interface/TDC
