Are you playing the game with GWX3? If so, early war radars are less effective than late war radars thus allowing you to approach at a distance of 4km or so, as far as i can remember. Later on, as the war becomes tougher, you will not be able to approach at a distance shorter than 8,5km , approx. (it maybe more

). It is generally a good idea to stay at the edge of the visual range and follow your contact from this distance. Try to avoid being detected by radar. Destroyers won't let you go easily. At least, thats my experience.
