Yes they can hear you, Depth charges in SH3 don't blind the sensors of destroyers while they explode.

Unfortunately no, this is not modeled either, each ship produces its own sound which is detected individually by each destroyer. So you cannot mask your own sound by hiding in the sound of another vessel.

Yes it does make an appreciable difference. Silent running orders the crew to stop working on noise making activities such as damage repair, pump operation, and weapons loading.

in game, this does reduce your sound signature by a fair margin.
