Press the period/delete key on the numbered keypad to drop the HUD, this gets the dials out of the way to place crew. Press the same button again to bring HUD and dials back up. If this easy, 1 second work around didn't exist, i wouldn't have added Hogan's Alley for the very reason cited.

i spent 5 weeks zigzagging from 20-150 miles off the coast of Japan going from Tokyo Bay to the Luzon straight up and down the coast, and allthough i was attacked by planes hundreds of times, i never once in that patrol saw another naval or merchant ship. Not even a fishing boat or junk was to be found.

If you were using TMO sans RSRD, then what was the year of the war? If early war its possible theres a bug in one of the campaign layers or spawn rate set too low, if its later war, then thats a different story.
