I havent had any luck using the datapad find speed thing (unreliable results), so I quit using it and I wish you could enter the speed manually in the notepad like the other settings. The easiest method is to ask your weapons officer for a target solution early on and he is usually dead on with the speed, then you can update the range and AOB from there on if you want.
I use the map. Place a mark on the targets current position, then start the stopwatch in the periscope or UZO. Then you can place another mark on the targets position 1 or 2 minutes later and measure the distance with the map ruler. The tools in the map give you distances in kilometers, so .4 = 400 meters. To get the targets speed for any given time interval use the equation:
(D/t)*1.944
D is distance in meters, t is time in seconds, and * 1.944 converts meters per second to knots. I made an exel spread sheet that does this for 1 & 2 minutes and printed it out. Here are the results:

I have verified this in game using the stopwatch and these results are always within 1 knot of the weapon officers speed. Using this method and formula you can make charts to figure the speed of any given time interval you choose.
