Quite often abused children in horrific conditions are 'overlooked' untill occassionally one ends up dead. At that time lots of commotion and hand wringing a couple of people get fired or moved to other positons and things go back to status quo.
The main problem is that they are overwhelmed with welfare requests and familys looking for 'help' in the way of food stamps and such as they park their brand new cadallacs while talking on their diamond encrusted cell phones.  |
It's not always that different here in the UK....but every child saved is a huge bonus.
