In Portugal it's forbiden to put publicity in the mail as long as you have a disclaimer preventing it, on your postbox... The National Post Services (CTT, it's kind of a private corporation, but it's main stock older is the state, so in practice it's a public enterprise, weird portuguese thing (Oh wait, GM!!!! ehehehehe) ), but they actually give those disclaimers, so they're not bitching about loss of income about that
