I think you are right.

I put this squarely in the "fluff" category, just like harbour traffic. Great the first time you see it. Cool the second time.... "meh" the third time....."ok I got the message" the fourth time....."this better not interfere with my game playing" the fifth + time you see it.

Much better that the programmers put in the time for the stuff players will be using in-game than waste it on stuff many players will only experience a few times (if any).
