Scape, I know you probably want to avoid it but reinstalling really is the best choice. You could have it reinstalled and running by now. If you still have the issue after that, you either didn't clear out the old files properly or have a hardware/driver issue.
Most of us that have this sort of trouble start keeping a copy of the SH3 folder in it's freshly installed state handy to compare to the install we are using when there are issues. You can also copy it in place of a bad install to speed up the recovery process.
