Those are some stiff rules to qualify. This program is odd and the reason I say that is those looking to get this assitance must prove that they can maintain housing after receiving assistance. One must have job to maintain a home. Detroit was seriously hit when the auto industry faultered and continues to lanquish in the void. There is not mortgage assistance with this program.
