Mh, the Rar. and the Files are clean, better check your whole system.
Some virus that act like checking you opening folders or archive's, maybe you get therefore a message from your virus program. On the mod, it should not lie.

Of course SeaWolf, you can publish my Mods on your side. If you are planning to incorporate it in another Mod, only mention my name in the Credits.
[Edit]: Before I forget, the SH4 Map tools are not included in the Mod, but I can upload it with an Instruction how you can install they.
