My guess is the "bath" was actually once a closet or other use room. Its since been remodeled, but the expense of moving the breaker panel was too much, so it stayed.
Permitting would actually not be neededon a remodel in most cases if they were just changing the plumbing. Without needing an electrical inspection (which they wouldn't if no electrical changes were made), its a technically legal thing.
Just not real smart.
