If you are talking about the uboat, yes clicking the lights with the mouse does close a tube. If you open 1 then click on 2 it will close 1. The Fleet Boat does not do that. Also on the Uboat, you can open them all using the Q (open) and W (select next tube) to get them open, but if you go back to the mouse to select the one you want to fire, one of them will close. From what I remember I think the one that you last had selected will close.
