I've said it before and I'll say it again; Drivers must be subject to more stringent testing and licensure requirements.

The state is not the answer to this problem. Privatized driving schools and licensure facilities are the only entities which would have the incentive to prevent the licensure of people like this until a reasonable degree of competency could be demonstrated. The (proportionate) safety records of drivers with commercially provided "B" and "A" licenses compared with those who have state-issued C licenses further evidences this view.


All that aside, thank God (or luck) that this little girl was spared from what could have been a much more tragic fate.
