You can only get the 1.5 patch by buying the UBoat addon. It's not available as patch only. Sorry.
I would advise you to get it. Even if you are not interested in the uboat side of things, most mods are designed to work with 1.5.
I've just loaded sh4 up. On my main menu screen there is a little 'v1.5' in the bottom right hand corner - check this!
